Mica is a flake-like powder. So when the light hits its surface, it is specular reflection, not the diffuse reflection like PMMA mentioned above. After applying eyeshadow, the mica spreads on the surface of the skin. After being illuminated from different angles, part of the mica will reflect specularly, which brings the feeling of Blingbling.
It's more straightforward if we look at large mica flakes. They are like the sequins on my sister's clothes, shining brightly.
