Talents recruitment of Nanjing University of Posts and telecommunications in 2020-2021
Nanjing University of Posts and telecommunications is a national "double first-class" Construction University jointly built by the Ministry of education of China and the people's Government of Jiangsu Province and a high-level university construction university in Jiangsu Province. Its predecessor is the Eighth Route Army combat and post training class, which was born in Shandong Anti Japanese base in 1942. Since 2000, it has been jointly established by the central government and local governments, focusing on the management of Jiangsu Province. In October 2013, the former Nanjing population management cadre college was officially incorporated into Nanjing University of Posts and telecommunications, and since 2019, it has been jointly established by the Ministry of education and the people's Government of Jiangsu Province. The school is located in Nanjing, a famous historical and cultural city. It has four campuses (Xianlin, Sanpailou, suojin village and Jiangning) and 21 institutes (departments and centers). I. conditions and treatment for Nanjing University of Posts and telecommunications to introduce high-level talents
1. Application conditions for Introducing High-level Talents
In 2020-2021, about 10 high-level talents will be introduced. The talents introduced must have good political quality, profound academic attainments, good professional ethics, discipline and law-abiding, be able to be teachers, teach and educate people, have a decent style, and be healthy.
The high-level talents to be introduced are divided into four levels, and those who meet the following basic conditions can apply.
(1) first level talents: academicians of the Chinese Academy of Sciences or the Chinese Academy of engineering, members of the academic department of the Chinese Academy of Social Sciences, academicians of the academies of science or engineering of the United States, the United Kingdom, Canada and other developed countries, as well as winners of the highest National Science and technology award, Nobel Prize, Turing Award, fields award and other internationally renowned awards;
(II) second level talents: Distinguished Professor of "Yangtze River scholars Award Program" of the Ministry of education, winner of National Science Fund for Distinguished Young Scholars, national candidate of "one million talents project" of the Ministry of human resources and social security, leader of innovation research group of National Natural Science Fund, leader of innovation team of "Yangtze River scholars Award Program" of the Ministry of education, former chief scientist of national 973 Program Or project leader of equivalent level, winner of National Natural Science Award, National Technology Invention Award, National Science and Technology Progress Award (top 3), and other talents of the same level;
(3) third level talents: Young Scholars under the "Yangtze River scholars Award Program" of the Ministry of education, winners of the National Excellent Youth Fund, chief experts of major projects of the National Social Science Fund, winners of the National Natural Science Award, National Technological Invention Award, and national science and Technology Progress Award (ranking 4-6), national famous teachers, and first prize winners of the National Teaching Achievement Award , and other talents of the same level;
(4) the fourth level talents: the host of key projects of NSFC, the host of key scientific research projects of the Ministry of science and technology, the winner of excellent "hundred talents plan" of Chinese Academy of Sciences, the winner of "new century excellent talents support plan" of the Ministry of education, the winner of "hundred excellent doctoral theses" and the first prize winner of National Teaching Achievement Award (ranking 2-3), Second prize winner of National Teaching Achievement Award (ranking first).
Applicants of overseas high-level scholars and researchers will be evaluated according to their academic level and scientific research ability against the above-mentioned second, third and fourth level talent conditions. The second level of overseas high-level talents shall be experts and scholars who hold the position of full professor in the world's top 200 universities and well-known foreign scientific research institutes; the third and fourth level of overseas high-level talents shall obtain doctor's degree in well-known universities at home and abroad, have more than two years' research experience in well-known overseas universities and scientific research institutions, and have been in well-known overseas universities and scientific research institutions before returning to China Or well-known enterprise R & D institutions have formal teaching or scientific research positions. They are the top talents among their peers in the field of scientific research and have the development potential to become academic or technical leaders in this field.
The above-mentioned second level talents are generally under 50 years old, the third level talents are generally under 45 years old, and the fourth level talents are generally under 40 years old. The age of the first tier is unlimited.
Among the above-mentioned talents at the second, third and fourth levels, the main winners of National Natural Science Award, National Invention Award, National Science and technology progress award, national teaching achievement award and National Social Science Foundation Project excellent achievement award, and the winners of national honorary titles (such as young and middle-aged experts with outstanding contributions, etc.) can be appropriately relaxed in age.
2. Annual salary and purchase subsidy for Introducing High-level Talents
Annual salary and house purchase subsidy for introducing high-level talents (personal income tax shall be borne by oneself):
The annual salary of the first level talents of science and technology is 1.5 million yuan, and the purchase subsidy is 10 million yuan; the annual salary of the second to fourth level talents is 400000-1.2 million yuan, and the purchase subsidy is 800000-3 million yuan;
After the first level talents' annual salary is negotiated, 7 million yuan will be subsidized for purchase of houses; 350000-900000 yuan will be subsidized for the second to fourth level talents, 600000-1500000 yuan will be subsidized for purchase of houses;
The annual salary of the first level talents of liberal arts is negotiable, with a purchase subsidy of 5 million yuan; the annual salary of the second to fourth level talents is 350000-800000 yuan, with a purchase subsidy of 500000-1300000 yuan.
Note: (1) during the assessment period, if the performance point remuneration converted by high-level talents completing the work exceeds the annual salary, the excess part can be reissued once the assessment period expires.
(2) for all kinds of second level talents, if they do not receive the house purchase subsidy, the school will provide a set of talent apartment with equal value under the condition that the school has conditions. On the premise of meeting the relevant national policies, the talents will have permanent residence right after the expiration of ten-year service period. The first, second and third level talents can give priority to purchase the talent introduction and retention houses of the school.
3. Scientific research funds for Introducing High-level Talents
For the imported high-level talents, according to the scientific research objectives and achievements, the scientific research implementation plan and the needs of the technical route proposed by them, the scientific research start-up funds are provided for them, mainly for the construction of the laboratory:
The first level of science and engineering personnel scientific research fund is negotiable, and the second to fourth level personnel scientific research fund is 500000-3000000 yuan;
Through face-to-face discussion on the scientific research funds for talents at the first level, the scientific research funds for talents at the second to fourth levels are 300000-2 million yuan;
The funding for scientific research of talents at the first level of liberal arts is negotiable, and the funding for scientific research of talents at the second to fourth levels is 100000-500000 yuan.
4. Spouse placement of high-level talents

II. Conditions, treatment and plan of introducing high-level teachers to Nanjing University of Posts and Telecommunications
1. Conditions for Nanjing University of Posts and telecommunications to introduce high-level teachers
(I) basic conditions
1. Abide by the Constitution and laws of our country, have good ideological and political quality and moral quality, rigorous style of study, decent personality, physical and mental health; have a certain ability of organization and coordination and a strong spirit of unity and cooperation; have a good foreign language level and a strong ability of cross-cultural communication; be competent for the teaching tasks of the first-line work of teaching and research and the core courses of this major.
2. Have a doctoral degree and a doctoral degree (according to the requirements of the recruitment plan of that year, sports, arts and small languages can be graduate degree and master's degree). 3. In principle, applicants for positions with high-level teachers should be no more than 40 years old, and those with outstanding academic achievements can be appropriately relaxed. The age of candidates with Deputy high-level teachers should be no more than 45 years old, and those with senior professional titles should be no more than 50 years old.
4. When introducing engineering teachers, they should have the experience of holding the post in the enterprise. In principle, the time of holding the post in the enterprise should not be less than six months according to the post demand.

In principle, the academic achievement appraisal of the current doctoral graduates shall be based on the papers published or employed as the first author during the doctoral period. In principle, the academic achievement appraisal time of the previous doctoral graduates or postdoctoral outbound personnel shall be based on the papers published or employed as the first author in the past five years from the month when the second level unit reports to the personnel department.
