Guidelines for the opening of cyberspace international governance research base (Beijing University of Posts and Telecommunications) in 2020

Cyberspace international governance research base (Beijing University of Posts and Telecommunications) (hereinafter referred to as the base) is the first batch of cyberspace international governance research bases awarded by the state Internet information office and the Ministry of education. The base consists of network law and international rules research center, technology governance and network security research center, and digital economy and social governance research center. The base aims to adapt to the strategic needs of the network power, innovate the theory of network governance, cultivate top international talents, enhance China's rule-making power and international discourse power in the field of international governance of cyberspace, and provide intellectual support and talent guarantee for China's deep participation in and efforts to lead the international governance of cyberspace.
1、 The base plans to carry out research on the following topics:
1. International comparison of laws and policies for the development of digital economy and Research on international cooperation 2. Dynamic tracking research on data and personal information legislation of major countries and regions (including international organizations) 3. Tracking research on artificial intelligence and blockchain laws and policies of major countries and regions 4. Trend of WSIS over the years and hot spot research of that year 5. Research and development trends of 5g network security standards in the world and China's participation path
*Applicants can design specific topics according to the above research fields.
2、 Application method 1. Excellent scholars and researchers from domestic institutions of higher learning, scientific research institutes and research centers (laboratories) engaged in theoretical and applied research of network governance can apply for this open topic, and young and middle-aged scholars and researchers are encouraged to apply appropriately.
Researchers with a senior professional title or above or a doctor's degree and some research experience can apply for financial aid as the first applicant. Applicants who do not meet the above requirements shall be recommended by two peer experts with senior professional titles. Each applicant can only apply for or undertake one open project.
The person in charge who has applied for the open project of the base but has not completed the project shall not apply for the project of the year.
2. The research period of the project is one year, and the funding generally does not exceed 30000 yuan, and the main staff of the project team generally does not exceed 3. 3. The research results of open topics mainly include research reports (20000 words in the text), policy suggestions (no more than 3000 words), research and judgment of hot and frontier issues (no more than 2500 words in each article), papers and other forms.
All papers and other achievements published under the support of open projects must be marked with "projects supported by the international governance research base of Cyberspace (Beijing University of Posts and Telecommunications)" and project number at the prominent position of the achievements, and the same mark must be made when the achievements are accepted and various awards are declared.
4. The deadline for the application of this year's open project is April 24, 2020, subject to the postmark. 5. The applicant must fill in the application form for open project of cyberspace international governance research base (Beijing University of Posts and Telecommunications) (please click the original link to download) according to the guidance for open project of the base, and the application form shall be made in triplicate (A4 paper printing, left binding, at least one original) with the consent of the unit and the official seal of the unit, and provide the necessary attachment materials and contents consistent Electronic Version (word document).
